What Are the Key Changes?
Rate Reform
The increased rate is already available for most Level 3 facilities. This funding is designed to help programs improve their services and prepare for upcoming compliance requirements.
To access the increased rate, facilities need to contact their regional center and complete the necessary rate increase forms.
Consultant Requirements (2026)
Starting in 2026, Level 3 facilities must document at least 8 hours of consultant services per resident, per 6 months. These hours can be shared across various consultants, such as:
BCBAs for behavior support, skill building (e.g., activities of daily living, safety), and plan development.
RNs for medical oversight and monitoring.
Psychologists for mental health and wellness support.
